According to the new Terms of Reference, the composition of the Governing Board (GB) has changed and will consist for the new term of eleven voting members and a number of non-voting members (chairpersons of Working Groups). In addition, the GB will partially renewed every 2 years. In order to start the process of elections every two years, 2 members will be extended for two years (2013-2014): Frank Lemoine as analysis coordinator, and John Ries as member at large. Only 3 elected positions will be renewed for 2013: Analysis Center representative, Data Center representative and 1 member at large. They are elected by the IDS Associates. The 6 other members will be appointed: Central Bureau director, IERS and IAG representatives, Combination Center representative, DORIS system representative (CNES), DORIS network representative (IGN). The GB chairman will be elected among the GB members (GB meeting in December at AGU) The Analysis Coordinator and the 2nd Member at large will be elected by the IDS Associates in 2015. [For more information, go down to the end of this email] The IDS associates will be invited: -first, to propose candidates for the 3 open positions, which will be collected by the nominating committee. The committee will check the applications and assure that at least two candidates can be proposed for each position; -then, from November 22 to November 26, to vote for the open positions. The list of the Associates, persons representing organizations that participate in any of the IDS components, is available on the IDS web site at http://ids-doris.org/organization/associate-members.html If you are not in the list although your institution is part of IDS, you may submit your membership to the Central Bureau for approval by the Governing Board. If you are in the list but want to decline to be an Associate, please inform the Central Bureau of your decision. The nominating committee consists of three members. The Chair of the nominating committee is appointed by the Chair of the GB, and must be a member of the GB not currently up for re-election. The GB chooses the remaining two members of the nominating committee from the list of IDS Associates. The nominating committee solicits nominations from the IDS Associates for each position to be filled; at least two candidates are required for each position. The Central Bureau runs the election. All IDS Associates are eligible to vote. Election is by a simple majority of votes received for each position. The two Member-at-Large positions [NB: one in 2013, one in 2015] are filled by the two candidates receiving the most votes; a vote by the GB will resolve any situation of a tie.
