I'm just back from the ILRS workshop and have a lot of work to do yet. Your conclusions match mine, though you've clearly done a more detailed job of looking at the correlations with the geometry of the pass. I agree that the effect is not always a quadratic. My greatest concern is the increase in the 'saturation'. At some point, will the oscillator be so sensitized to radiation that other parts of the orbit start become affected? We'll have to see.
